Several years ago, the Laramie County Commissioners started live-streaming the Commissioners' meetings and allowing the public to view previous meetings; as I work during the week as most of the public does, I rely on these videos to keep abreast of decisions being made by the Commission as well as areas of interest to the community during public comments. Everyone should take advantage of this valuable service and stay informed on decisions affecting the growth and direction of the county. December 17th Laramie County Commissioners meeting:
* The consent agenda items were approved. These are regular county business items that do not warrant discussion. They are all listed in detail on the meeting agenda notes.
* The board postponed consideration of a resolution to approve Cowboy Racing LLC. to conduct parimutuel wagering on live horse racing, historic horse racing, and simulcast events at 1720 Cleveland Ave, 1734 Meadowland Dr, and 714 W 20th St to the Jan 6 commissioners meeting at the request of the request of the applicant.
* Addendum approved between Laramie County, WY, and Laramie County Senior Services, Inc., for the US Dept of Treasury Coronavirus State and Local Fiscal Recovery Fund sub-award contract to grant an additional $68,372.87 to the project for a total of $318,372.87 and extend the grant term from Dec 31, 2024, to Dec 31, 2026. The funds will go toward the operations of the Senior Services Center.
* Contract approved between the US Dept of the Treasury Coronavirus State and Local Fiscal Recovery Fund, Laramie County, WY, and the Laramie County Senior Services, Inc., in an amount not to exceed $175,000 from ARPA funds to run through Dec 31, 2026. The funds will go toward purchasing equipment and supplies for the opening of the new Senior Activities Center. Items include kitchenware items and exercise equipment.
* The board approved the agreement between Laramie County, WY, and MDM Landscaping to provide and install new water hydrants for the Archer RV Park. The amount is not to exceed $72,761.
* The addendum was approved for the agreement between Laramie County, WY, and Alsco, Inc., dba Alsco Uniforms, to provide textile rental services for public works as described in attachment A. The service will offer coveralls to public works employees and provide rental and cleaning of rugs throughout the shop.
* Memorandum of understanding approved between the city of Cheyenne and Laramie County, WY, to allow the county to continue to review and inspect active development applications and permits in areas annexed by the city. The MOU shall remain in full force and effect until Jun 30, 2034.
* An addendum was approved to the order form between Laramie County, WY, and C3.ai, Inc., in an amount not to exceed $250,001. Google is covering $250,000 as a proof of concept; the cost to the county is $1. The pilot program will assist in three-month assessment reviews with Albany County and the WY Department of Revenue. The project focuses on developing an automated system to improve the assessment process.
* Resolution approved appointing John Thompson to the Laramie County Recreation Planning and Advisory Board to a five-year term, expiring Dec 31, 2029.
* Consideration of a resolution appointing Wyatt Jackson to the Laramie County Recreation Planning and Advisory Board for a five-year term, expiring Dec 31, 2029.
* Consideration of a resolution appointing John Tafoya to the Laramie County Planning Commission to complete the term left vacant by Mark Smith, expiring Jun 30, 2025.
* PUBLIC HEARING regarding a request for the vacation of the 40-foot public right-of-way known as Astronaut Dr, as identified on exhibit A.
* PUBLIC HEARING regarding a vacation and administrative plat for Archer Estates, located at 12611 Glencoe Drive. (Item postponed from Dec 3, 2024, meeting) Several property owners from the subdivision spoke against the request to subdivide the property, citing concerns regarding strain on the water table. Item was approved.
* This was the final County Commissioner Meeting for Commissioners Holmes and Lovett. Both will be retiring when their term ends on Jan 6, 2025. Members of the Laramie County Fire Service attended the meeting and presented both commissioners with tokens of gratitude for their years of service to the county.

December 3rd Laramie County Commissioners meeting:
Three commissioners—Commissioner Thompson, Holmes, and Heath—attended the Laramie County Commissioners meeting on December 3.
* The consent agenda items were approved. These are regular county business items that do not warrant discussion. They are all listed in detail on the meeting agenda notes.
* Resolution passed giving public notice of solicitation of nominations for directors of the Laramie County Weed and Pest Control District for areas 3, 5, and 7 for a four-year term.
* The gambling prevention subgrantee agreement with CRMC was approved for extension to November 30, 2026
* An agreement was ratified between Laramie County and the Cheyenne Regional Air Service Focus Team (CRAFT) in c/o LEADS. The agreement's purpose is for the County to pay a portion of the Minimum Revenue Guaranteed funds to CRAFT for payments to SkyWest Airlines to provide scheduled flight service between Cheyenne and Denver. The County shall pay CRAFT up to $400,000 for FY25. The FY25 agreement shall terminate automatically at the exhaustion of the $400,000 or June 30, 2025, the end of the 2025 fiscal year, whichever is earlier.
* A resolution was approved appointing Robin Cooley to the Laramie County Adult Community Corrections Board for a four-year term that expires December 31, 2028.
* A resolution was approved appointing Jon Moore to the Laramie County Recreation Planning and Advisory Board for a five-year term that expires December 31, 2029.
* Resolution was approved appointing Sue Hume to the Laramie County Board of Health for a five-year term expiring December 31, 2029.
* No action was required on a presentation by AirLoom Energy on their Low-Cost Turbine Technology Pilot Project. They will conduct a viability study of their wind energy technology in Laramie County. They have identified several possible sites for the project but have not made any final decisions.
* During the meeting, a public hearing was held regarding a subdivision permit and plat for Maverick Corner, 2nd filing, located west of 4922 Klipstine Road. The proposal was to divide the 28.18-acre property into three separate 5.25-acre lots. No one from the public spoke on this item, which was approved.
* A Public Hearing was held regarding a zone change from A-1 Agricultural & Rural Residential to CB - Community Business for a property on the SW side of the I-25 interchange and Horse Creek Rd. There are currently no plans to develop this property. One public member spoke regarding the zone change and her concerns about future water use from a commercial business at that location. Commissioner Thompson addressed the concerns through information given by the County Planning Director. No other public comments were made on this item, which was approved.
* A Public Hearing was held regarding a vacation and administrative plat for Archer Estates, located at 12611 Glendora Drive. The purpose of the application is to divide the 10.77-acre property into two residential tracts. Several public members spoke against this item, stating that the average acreage of properties in the area is around 10 acres and that subdividing the proposed property would hurt the groundwater. After a lengthy back and forth on the issue, Commissioner Holmes motioned to table the item until the December 17th Commissioner meeting.

A resolution imposing a stage one fire restriction for Laramie County due to extreme fire danger was approved.
Resolution approved establishing a senior citizen center by creating the Laramie County Senior Services Board and adopting bylaws governing said board.
Six resolutions were approved appointing the following individuals to the Laramie County Senior Citizens Board: Wendy Curran and Ray Gallegos to a truncated three-year term expiring June 30, 2027. Travis Koch and Julie Malm to a truncated two-year term expiring June 30, 2026. Chris McRady and Brooke Schaffer to a truncated one-year term expiring June 30, 2025
The agreement was approved for Capitol Roofing, Inc., in the amount of $417,795.13, to replace the roof system of 2020 Carey Ave.
Memorandum of understanding between Laramie County and the Laramie County Community Juvenile Services Joint Powers Board for $165,000.00. The funds will help offset a recent decrease in state funding and allow the board to continue to provide juvenile-based services to children in Laramie County.
Public hearing was held regarding an administrative platform and a zone change from A-1 Agricultural and Rural Residential to AR - Agricultural Residential for a property located at 3817 Butch Cassidy Trail. One area landowner spoke against the zone change, arguing that it was unnecessary and would raise the land values in the area. The item was approved.
Public hearing held regarding a rehearing of a revision for a subdivision permit and plat for Open View Ranch, located at the intersection of County Rd 214 and 142. There was no public comment, and the item was approved.
A public hearing was held regarding a site plan for South Greeley RV Park, located at the intersection of Richard Rd and Robert Avenue. There were no public comments, and the item was approved.

The petition was approved, and the Laramie County Public Works Director or her designee was approved as a "viewer" of this project.
